Message From The President
Indian Muslims for Progress and Reforms

The weaker sections in India, suffer with a multitude of problems, from low access to education and jobs, to peripheral share in government schemes and social welfare programs, and marginal participation in the new opportunity areas such as entrepreneurships and startups to the issues of social safety and insecurity. Muslims in India @200 million, constitute roughly 15% of the population, but the share in jobs, businesses, political, social and economic spheres is abysmally low @3%, across board. This has been cause of serious concerns for a long time. Concerted efforts were made in the past to bring about a positive change, but situation remains largely unchanged. Though in recent years, there is noticeable progress of the Minorities, and SC and ST and OBCs on various social and economic parameters, but, its much below the national average. IMPAR aims to function as the apex national forum for research and advocacy, strategic planning, coordinated actions, and education and economic support programs, concerning Indian Muslims and other weaker sections to make a meaningful difference to the society and the nation. It is now working on broad long term goals of community reforms, leadership programs, entrepreneurship development, and social, political and economic empowerment. IMPAR is committed to bring about a change by proactive policy and media engagements, initiating positive social actions and community reforms, cultivating youth and women leaderships and facilitating access to modern education, business and economic opportunities. The challenge is too big before us, but we have taken the first step and as Mahatma Gandhi said "be the change that you wish to see around", IMPAR has made the right beginning. And I am confident that IMPAR will be able to create good impact on the ground, with the support of all the concerned citizens and people of Indian origin worldwide. Justice Iqbal Ansari , President IMPAR

Brief Biodata of Justice Iqbal Ansari

Justice Iqbal Ansari is a distinguished jurist and former Chief Justice of the Patna High Court, widely respected for his integrity, constitutional vision, and steadfast commitment to the rule of law. He served with distinction across various High Courts, delivering significant judgments in constitutional, civil, criminal, and service law.

His tenure as Chief Justice combined judicial excellence with strong administrative leadership. He introduced reforms to improve case management, enhance transparency, and strengthen access to justice - measures that reinforced ins t i tut ional efficiency and public confidence.

After retiring from the bench, Justice Ansari was appointed Chairman of the Punjab Human Rights Commission, where he advanced human rights protections, promoted accountabili ty of public authorities, and strengthened awareness of civil liberties. His approach has been firm in principle yet humane in application.

As he assumes office as President of IMPAR, he brings profound legal expertise, rich institutional experience, and a lifelong dedication to justice and good governance. We are confident that under his leadership, IMPAR will advance its reform agenda, build a vibrant community, and contribute meaningfully to the nation’s growth.
